Modernising and creating efficiencies for the local authority

Our first flagship partnership in local government, providing a range of core, multi-disciplinary services within property development and regeneration on behalf of Blackburn with Darwen Borough Council.

Set up in 2001, the partnership was one of the first of its kind in local government. The partnership was created to provide a range of services within the property, development and regeneration sector and supporting the Council’s ‘2020 vision’ to transform the borough into an attractive place that local people and businesses want to be.

  • Highway Maintenance & Regulatory Services.

Over past 15 years, the partnership has transformed the way the Council operates and engages with the local community, creating employment opportunities, improving council services and delivering a borough-wide regeneration programme.

Some of our recent projects for Blackburn include:
  • design and project management for Pennine Reach, a £45m public transport investment scheme connecting Pennine Lancashire
  • design and installation of LED street lighting across Blackburn with Darwen
  • highway design and project management of Blackburn’s Freckleton Street link road
  • highway design, project management and construction of Blackburn’s Guide Roundabout Junction Improvement Scheme
  • property design and project management for the restoration of Blackburn Central Library.

Partnership highlights:

  • Achieving all of its objectives; meeting or exceeding its service targets.
  • The strength of the partnership was a major contributing factor to Blackburn winning the ‘Council of the Year’ at the Local Government Chronicle awards.
  • Following a Fundamental Best Value Review (FBVR) in 2008, the results demonstrated Capita’s flexibility in response to the Council’s changing needs and the partnership’s benefits particularly in terms of employment and community development.
  • Actively contributing to corporate social responsibility (CSR) and work within the community, including locally funded projects such as Blackburn Youth Zone, a state-of-the-art youth club facility located at the heart of Blackburn, for young people aged 8 to 18 years old, aiming to irrevocably change the prospects offered to young people in the area.
  • Becoming one of the largest employers within the borough and offering local employment opportunities.
  • Achieving the Gold Status IIP as part of Capita, Blackburn’s commitment to employee training and development.
